Seatbelt Light Issue - Safety Inspection

I've got a '97 Tacoma with a sporadic safety belt light issue that will cause me to fail an upcoming safety inspection. Sometimes the seatbelt light won't light up when starting the vehicle, other times it works fine. I need to resolve this issue before a safety inspection in 2 months. What's the common cause of this. Is it in the seatbelt connection or somewhere else. I don't know how to go about diagnosing the problem.

In TX, for safety inspection, the most stringent requirement is that bright lights (and cluster indicator) both work
Air bag/check engine lights not a requirement

Do you mean that it doesn't always come on with all of the other dash lights when you start the car? Does it always work correctly once the car is running, or is it also intermittent when the car is running?
