I could be wrong, but what I think he meant is fixing the gap in exhaust pipe but not putting new cats inline. He isn't talking about leaving it like it is with no muffler, he is talking about just putting exhaust pipe where the cats were for maybe a hundred or two in parts and labor vs a grand or two for new cats. Again, I could be wrong, that is how I read it.

No cop would know to pull you over in SoCal if you did ^^ that repair because the Taco would sound the same. Emissions testing would fail in CA that is for sure. I think this is the perfect opportunity for OP to get the hell out of California.

Arizona and North Carolina have emissions testing. Quick search says 34 states have "some form of emissions testing".

Fun fact: not all counties in California require emissions testing.

I guess that is what the quick search meant by "some form of emissions testing".

EDIT: AZ testing station has a sign that says "if your vehicle fails inspection, pull into the parking lot". Fail means "no drive until arrangements are made".

    Yeah.
I'm running the Miller cat shield. So far so good.

I am baffled by the view that a thief that gets injured doing something illegal has any right to seek any recourse, and that their ability to do so is part of what makes us civilized, regardless of what the property owner has done to protect their property. That makes no sense at all. Whatsoever.

Emissions standards often vary by county or even city ordnance.

Did a quick search on North Carolina and it seems to be by county there. Probably counties close to Durham/other big cities require it. Then out in the sticks it is not a requirement.

After the first set being taken I definitely would've added a shield. I wonder how many times your insurance company will let them be stolen before dropping your policy. They use to do that around me with home owners policies.

Only Pima and Maricopa counties currently have the requirement.

Some states do not allow recourse if the thief was doing something illegal. Some weird state do.

I had mine 'cut' twice on my 2000 T4R (a few years ago). Both times they didn't get it, so I was able to get the cuts welded up.
I just started parking where there was more foot traffic, i.e. close to the entrance where I work.
    It never happened again.

Also, not sure you can run without a CAT if you have to get annual inspections.
