Seeking advice, my predator sidebars are rusting

I have had my predator steps for over four years. I noticed today that the bottom of my driver's side steps are both rusting some. Has anyone else had this issue? I believe the color is matte black that they are finished in. How difficult would it be to refinish both with the rusting?

Sandblast and powder coat. I had some Dominator II steps that started to rust and nothing I did seemed to stop it.
