Should the EVAP_PCT actual value while driving be jumping around as much as 100 PCT?

My 09 has a EVAP failed test. I have been monitoring live data while driving, and the PCT bounces around quite a bit rarely hitting 100%, but also has long inconsistent time periods of o%. I am thinking either a leak or the pressure sensor. Although my 09 will reach 300K miles tomorrow, they are mostly highway and light driving. I also due a decent job of maintaining.

    Anyone's thoughts greatly appreciated.
