That violet wire only goes to the ECM.
The ECM grounds that wire when there is a malfunction.

BTW, if the light comes on when you ground that Violet wire, the connector you circled above is making good connection.
Otherwise, the CEL light wound not come on.

Below is the data for the ECM, but you need to check it by back probing. (Wires and connectors plugged into the ECM)

    Look at the power.
Also be nice to see if the 16 pin connector - Pin #1 SENSOR VREF has 5v.
    Something is missing, somewhere.

That’s why you are able to connect to the truck with the scan tool.

I’ll look at diagrams when I get home. Need to see where it gets power from.

That wire comes directly from the ECM.
You did check it while it was plugged in, by back probing it correct?

The arrow below is the the DLC and ECM connect by that wire.
    (C) 15 is the 16 pin connector.

I am going to tag @Dm93, mostly because I have no idea what TE1 is?
The DLC is under the hood.

If you didn’t have 12v on pin 15 of the ECM, you won’t have it at the DLC.
It could be shorted to ground. But DM93 is in here now. He might have an idea.

Just to make sure, you say the scanner doesn’t connect to the truck, and you have NO engine light that ever shows up? Not even when you turn the key to On, with engine off?

I'm not exactly sure what your going after here but DLC 1 (D1) (Toyota specific) connector is under the hood and DLC 3 (D7) (OBD) connector is under the dash.

No check engine light “ever”. No communication with scan tool.
Checked all ECM voltages and grounds. All good except TE1.

Correct no cel at all unless i apply ground to the violet wire i only done that to confirm the bulb was good. Ive tried 5 different scan tools multiple times all of them say the same thing each time can not communicate.
