    Okay i believe i have just the thing a co worker showed me its a standard 9007 head light bulb and socket with wire and alligator clips on the ends he said a older gentleman showed him the trick years ago for electrical work when he was starting out i will get some input from him as well

    Op, disconnect E7.
    Place red lead of voltage meter on pin 1.
    The other lead (black) to pin 15 on DLC1.
    Set meter to ohms.

    Report back to us the reading.

    I appreciate all the help electrical is definitely not my strong suit but i have been trying to learn more as i go because we are starting to see electrical issues on the internationals with x15 cummins at the fleet shop i work at.

    As I said above I'd do a resistance measurement on that wire instead of using a light.
    Unplug the connector on the PCM, set you meter to resistance, put one end of your meter to the wire and the other to a known good ground. It should be OL or at least greater than 10K ohms.

    You have your meter set to resistance correct?

    E5 pin 12 14.3 volts

    E8 pin 14 is a green and yellow wire not brown

    Where do you have your ground lead when checking the ground pins?

    Interesting, the 97 diagram shows it to be a Brown wire (Ground) but the 98 diagram shows it to be a Green/Yellow wire (Circuit Opening Relay Control)
    Are you sure the truck isn't a 98?


    Ah ok that's open circuit, that makes more sense.

    Had the red lead on a bolt head going into body of truck checked with test light to make sure it had ground before i done the resistance test

    I'm going off the wiring diagrams, the door could have been swapped.
    What's the 10th digit of the VIN tag at the upper left corner of the dash?
