Further up i gave him some steps to fallow. Should be ok if he fallows the steps.

Omg , idk why its so hard and complicated. He is doing everything right but for some reason this mod is not working for him. Hopefully we can get this fixed for him . I researched and researched for anything that could help him but I can't come up with any more. What he did should have work with cutting the white and green wire. This was the first mod I did 3 years ago when I bought my truck from Riverview Toyota and I haven't had any issues with it at all . And I have Xenon bulbs .

    Thank you I try.
As far as why it isn't working.
Thats why I'm starting over with the diagnosis with a meter. Possible may have a stuck relay. Or a head light issue of some
kind before this mod was attempted.

And everyone else that is trying to help, Thank you very much! This is crazy because I'm following exactly what you all said to do. I was hoping to get a reading tonight, but unfortunately the volt meter is coming tomorrow, and I should be able to post pics/ measurements of the reading. Thanks for hanging in there, and let's solve this bad boy!

While I'm waiting for the meter, I just noticed this.
Remember that currently both DRL relay wires are cut (located under steering column, ground and white and green wire).

My high beam light indicator is very dim, and the indicator light won't turn off on my dash. Also I took a pic of my bright indicator at normal "glow". Look at the brightness difference. ... also keep in mind that during all of this my DRL are still on, even though I have my lighting column "stick/shifter" turned to the off position (included pic).

I think the high beam glow may be a grounding issue. We'll get it figured out once you have the meter.

Are we gonna fix this thing or did we give up?

Going to fix it. Sorry the meter got delayed. Got it today. However, I'm working double shifts. Should be able to get to it by Friday. Don't give up! Also now that wiring is spliced back together again, I pulled up my ebrake one click, before starting truck, and headlights didn't come on. Can people run their truck like this and not damage anything? I mean the ebrake is engaged, so won't that hurt the system, and eat up brakes?

So may suggestion here that are wrong. For example something called "DRL Relay" is not for DRL but is a headlight relay controlled by DRL Main module, and looking at the wiring diagram, puling it out will disable headlights. Same thing with "DRL Fuse", it is not to power DRL, but it is one of the DRL Circuit elements to control the headlights - pulling it out will disable headlights.

I looked at 95 DRL diagram as well as 2003 DRL diagram - in both DRL logic is the same. The main control for operating headlights is in DRL Main box (it's called "DRL Relay (Main)" but it is basically the "magic box" with whole bunch of wires going in). I looked at both diagrams, and really the only simply way of disabling the DRL is to cut the connection to "DRL Resistor". In 95 it is marked as a separate unit, in 2003 it is inside DRL Main box. In both cases the wire to DRL resistor is white/green.

Here is the electrical diagram for both 1995 and 2003 Tacomas showing the famous "green/white wire". Just make sure you cut the white/green wire between the junction and DRL Resistor (or DRL Main module in 2003) not the green/white wire between the junction and "DRL Relay no 4" .

Okay.. kinda confused man. I did cut the white and green wire, next to the white and black wire on the wiring harness undo the steering wheel. I think that was the only white and green wire I saw. Can you clarify what you think I should do, please. Thanks.

We are talking about the white/green wire going to DRL Relay (Main) as shown here:

He cut the white and green for the 2003 and nothing changed.

    Okay everybody. Here's the measurements:

Measured first with truck off and lights turned to off position. Also it was hard to get accurate measurements because the numbers were constantly moving.

    DC mv:

    Left side: 01.9
    Right side: 01.5
    Top: negative 0.00

    Ohms:
    Left side: 0.L
    Right side: 55.3
    Top: 10.61

Next measurements were done with key in ignition, turned all the way to the right (but without starting engine)

    DC mv

    Left side: 14.2
    Right side: 13.4
    Top: 12.3

Also note that all these testing were done with low beams.

Need the measurements for lowbeams on highbeams on and lights turned off engine idling. When you refer to top, left and right your refering to the picture i posted correct.
