    It's a thick clear film that someone applied on there to help prevent rock chips on the flares. Heat it up and peel it off if it bothers you or want to replace it with a new film.

    Toyota applies those to (some, at least, maybe to TRD?) new trucks. If you travel on gravel roads, they get chewed up just like you've shown. Replacing them does no good, the replacements will also get chewed up. Also, replacing them does not cure the pock marks in the rest of the fender trim. :(
