    Because private industry can't pay for a federal employee. FAA has to approve funding an employee position for that location.

    If an FAA inspector is a federal employee, there's your hang-up. If the position is a contractor, then there's funding flexibility. The problem lies with accountability.

    The (historical) belief is that there would be a conflict of interest if the inspector's position is funded by Space-X; the contractor would lean "favorable" to Space-X because that's their sugar daddy. A federal employee inspector whose position is regularly funded would not have that unconscious (or conscious) bias.

    I run a mixed team of FTEs (employees) and contractors, and it's a real consideration in gov't contract funding and hiring.

    No idea, but it wouldn't surprise me. There were a number of manpower difficulties for a few years during that time frame throughout government that are being fixed now. When you can't hire employees fast enough, contractors are a quick fill-in.

    Boeing and the government have a very long relationship. Some would say it is a good part of the reason so many of their projects run over time and over budget. While Spacex does want some of that money, they are hesitant to get entangled in that same relationship.

    Did they fly it? I missed the live broadcast and saw NSF saying there was a "landing anomaly" then they said "scrub".
