    The current time plan according to the link is to continue using this ml for several launches but since it isn’t compatible with block 1B a new one is needed and they don’t want to lose more time waiting for this one to be upgraded.
    In the link it says the area behind the VAB has been cleared and hardware is being assembled including some of the mounts for the SRB’s but I don’t think there’s much in the way of actual construction yet.

    It’s probably been sitting there for years now. Looking like a pile of whatever. I get the feeling that NASA doesn’t have a completed design and want to make changes based on problems with the adaptation of the first one. It’s really hard to get going when you don’t have clue.
