I don't want to argue ether I can just relate what I've experienced first hand, the wheel spacers I've installed that came with lug nuts were for the spacer to wheel connection and were special lugs like the OP showed, The OEM lugs were reused for the tire to spacer connection so it still matches the lug nut seating profile of the vehicle rims. The spacer company knows the lug nut seating profile of their spacer but has no idea of the profile of the rims on the vehicle the spacer is installed on. Possibly they changed that but the 2 sets I installed the supplied lugs were threaded into the existing studs on the vehicle.
