    So I went to go remove the spare tire and after trying for a few minutes I was looking where I stick the hook and didn't see anything to grab onto. I wasn't sure if something was broken or if this is how it is

    IIRC, one end of the tire tool is like a socket.
    Look into the end of it and see it it is star shaped.

    I'd go look on mine. But it's dark. And raining.

    I went and looked.

    Mine has 2 slots in.
    I don't see any slots in yours? Weird?

    Looking closely, it appears you have one of the locks to prevent spare tire theft. Check glove box and console. They look similar to a locking lug nut socket/key
    The dealership sells them. They might be able to get a new key. I think the actual manufacturer is McGard, might be able to find on on Amazon or something

    So I just went back out to look at it again and I was able to reach my hand around and touch it and it just kind of spins around easily just with my hand.

    Oh wow okay yeah thank you! I need to look into that because when I bought it I didn't check for a lug key so that was my next thing to figure out

    Yeah you need to engage the star pattern within. The outside spins freely on purpose, for anti theft as mentioned above.
