Starting voltage

    That's probably why then. You have to check it with the engine is fully warmed up (the system puts out a little more voltage when cold for the cold battery to better accept the charge).

    Mine always reads 13.85V after the engine has warmed up for a bit (Fluke 87 is what I have also).

    I’ll use my Klein volt meter to check it and see what the two devices are reporting. I also have an AGM charger and can top up before I head south.
