Took my 2008 Tac DBLC to get steering cable replaced as per TSB. Service Advisor said that TSB is NOT a recall, but for service info only. He asked me if any of my air bag lights had turned on. I said no. Based on that, no worked was needed to be performed.

He said Toyo engineers were working on a fix for above and that I would receive letter from Toyo when fix was found.

I am confused by this! Can you give me any guidance?

Just like yhe dealer said, I'm not sure when/if the recall will be coming out, but you will receive a letter and then you can bring your truck in for the fix.
Prior to that if you have nothing wrong, then the dealer will not replace anything of there is no reason.
As discussed many times on here, a TSB just assists the dealer in resolving a specific issue, once the issue is present. The TSB fix may or may not be covered under warranty.

I got a recall letter and it said basically what the service rep told you. In short, this is what the recall letter said:
-We have a problem with the clockspring cable and it will be a safety recall
-We don't know how to fix it just yet, we're working on it
-If your air bag light is on, bring in your truck and we'll replace it with a new faulty part to get you on your way until we figure out a more permanent fix

My airbag came on recently, but my el-cheapo code reader says no codes found.

    could this be the issue?

SRS as in Safety Restraint Systems?

my code reader will read airbag codes on other vehicles

Is there a certain reader that is recommended for our trucks?

yes it reads all ODBII and CAN codes, it has always found a code, sometimes it's a generic message, but always has found one.

I just hate taking it to a shop, $100 just to read the codes :(

I don't have the letter I received in front of me right now, but I don't think they used the term TSB. They said there is a safety RECALL. They also said they are planning to send another letter out once they have the fix-it parts available.

I am not aware of a TSB for the airbag system, just the recall on the spiral cable.

Sounds to me like you and your dealer just had a problem with terminology. If your light isn't on, just wait for the recall notice that says they have the parts in, then make an appointment, using the word RECALL.

TSB=Information for the mechanic to fix your truck, not necessarily free of cost.

RECALL=Free repair to prevent a possible safety problem from occuring.

    Oreilly can't read SRS codes.

Spiral cable is part of the SRS (airbag) system.

Not steering cable... Spiral cable -- clock spring

Okay, thanks for clearing this up. Oh, indeed, it is the SPIRAL cable not the steering cable! I'll wait for the official recall letter OR when my lite turns on...!
