    Definitely not normal.
Most likely it's coming from the tilt/extended mechanism under the dash on the steering column

My steering rack was leaking and I had to get it replaced @ 54k miles a few weeks ago. Not sure if this info helps but when I was doing research, it was a not so common issue, but still one to a few people nonetheless.

Your steering rack is inside the truck?

Had the same issue with mine. Was determined to be lube/grease that dripped off of the steering column. I live in a hot climate and it occurred during the middle of the summer. Was cleaned up and has not returned.
