I'm working on replacing the bushings and sleeves on my steering rack. The sleeves won't budge from the bushings. I've tried drilling around the bushings and using a punch to knock them out and also tried using an air chisel. Both didn't work. Aside from using a torch, any other suggestions on getting them out?

Pull the rack and press them out.
