Refurbished rack installed about a month ago. Took it wheeling and this happened. It looks like a high pressure transfer line. Can this be tightened down or am I screwed? I can't get a wrench on it without loosening the rack.
    Appreciate any advice!

You have nothing to loose by trying to tighten it down.
Can you get a crows foot on it?

Small lift, slightly oversized tires, well...
That line doesn't look completely seated. I would put a combo wrench on it and give it a bit of a twist to see what happens. Like @TnShooter said, you don't have anything to lose. (well, unless you break the fitting off)

I'll try to tighten it with a crows foot when I get off work and report back

Obviously, the fittings into the rack appear to be at different depths. Could the refurbished rack be NOT the identical replacement for the original? It appears that in your picture there is a RED 'O' ring around the tubing. What's it doing there? (or is that just an illusion and its power steering fluid?)

That's just power steering fluid oozing out. I tried to tighten it with a crows foot and ended up rounding the edges of the nut. I didn't want to crank too hard and damage the threads any more. I'm gonna pull the rack out tonight and see if I have better luck with more room to work. Praying I don't have to replace the rack.

    remove the smaller line first
then the bigger nut is easier to turn IMO

use a flare nut wrench, I never strip with one

Yes the rack leaks. It’s old.

question is, is it worth time and money to replace with stock. Versus just adding some stock leak and staring at pictures of tundra rack upgrade but not buying it because it’s crazy expensive.
