while inspecting ball joints, cv joints, and tie rods for a popping noise when I turn the steering wheel all the way to the left or the right it sounds like a belt squealing. I have never heard this before and just want to fix because it is annoying.

When your PS system is at full lock there is a very high load on the pump, this is when its most prone to squeal by slipping. Check for cracks in the belt, if there are none just tighten the belt and your good to go, if there are cracks replace the belt, if thats the case might as well get all new belts (3 total if you have AC)

Is it tough to change the belt or tighten if needed, can I do it?

All you will needs is a small socket set and a couple wrenches. Drop your skid, then loosen off all the belts and slip new ones back on. Simple fix and only takes 30 minutes or so. Good luck
