One thing that stuck in my mind was that you said that he doesn’t drive this truck a lot. So watching the video it looks to me like he has developed a flat spot on one of the tires. This occurs when the truck sits for a while in one spot and is not moved. It is very common and in most cases will go away with frequent driving.

Yes, it can be with vehicle that sit on cement long periods of time can develop flat spots and more.
Avoid having your tires rest on a bare concrete floor (such as in a basement or garage) for long periods of time. This is because the concrete draws moisture out of the rubber of the tires, causing dry-rot and premature aging of the tires.

tires have developed flat spots. With the weight of the vehicle pressing down on the tires for long periods, a section of the rubber and belts can become softer (or harder) than the rest of the tire. This can be exacerbated by cold weather, or just by parking on a cold concrete floor.

Warped rotors or maybe a balance issue with the tires
