    The regs for keeping a vehicle road-legal after-sale are not as stringent as regs that Toyota must meet when building a new vehicle, and can vary greatly from state to state. Typically the state regs just require a DOT number printed on the headlight housing (if that) and are silent about the type of bulbs used, so running LED bulbs would be legal to the letter of the law.

    The final few years when Toyota offered the TRD supercharger, there were prohibitions against the dealer installing it before sale and rolling it into the new-vehicle financing. That was to get around new-vehicle regs.
