Not necessarily bad. In this instance they are looking for quick cash to pay for expansion of what they see as near term revenue generating sites...
Think of it as having 1 ice cream truck...every day you sell 100% of your inventory...But you only net 1% of the cost of a new truck...it would take you 100 days to save for a 2nd truck....investors come in and say "we'll buy you a 2nd truck" because we know the return after 100 days the truck is paid off and the company has 2x it's revenue...

 

The important aspects of $LIACF right now are
1. China buying (trying to) NEO lithium in candada...
2. URANIUM...LIACF has a nice sweet uranium mine in Peru which is a nice place to mine (Stable govt, good workforce)
