Should be fine if he’s trading a cash account using settled funds. As your FINRA link said, the 4 trades in a rolling 5 business day rule for pattern day trading applies to margin trades.

Which boils down to use settled funds only in a cash account and you’re good to go. If I remember correctly in my cash account TD ameritrade doesn’t even allow me to use unsettled funds for trading.

Not that I have read. The $25k applies to making excessive trades in a margin account. If you’re only a cash account and don’t break any rules below should be good to go.

One drawback to cash account day trading is having to wait two days for funds to settle when you sell a stock. Hasn’t been a problem for me since I have probably made no more than 4 buy or sells (2 “round trips”?)in a week. More of a week or month trader myself lol.

To put the rule for cash accounts more simply: you can trade all you want just can't be with funds you've touched in the last 5 days pretty much. The issue is there isn't really a good way to differentiate which funds you're choosing (afaik) so you kinda gotta do it all in cycles, like choose 2 or 3 days a week and go nuts then take a couple days to let your cash like 'refresh' into unsettled or just keep a fat stack of uninvested cash
