I work in Cyber Security and attended an emergency webinar about what is happening with Russian attacks in terms of cyber security. Telecommunications is one of the things that they said Russian hackers were most actively trying to take down. I'm hoping that is the reason you have not been able to make contact.

Reuters also reporting that Russian Central Bank is blocking foreign sales of securities. How do you do that? You take the exchange offline. Russia knows they are getting cut off from the world economy so this is preemptive. No way is it a DDOS attack.
