Hmmm...does this look rusted? Instrument kept tripping the breaker. Terminal block was shorting to the metal frame because of moisture issues.

Rust is iron oxide. Iron is a good conductor of electricity, and oxygen is a poor conductor. Logic tells us that the more rust there is, the better the conductivity. I'm gonna go with the terminal block being defective from the manufacturer.
