2006 SR5 4X4 AC 4.0 Auto

Looking to replace the stock 9145 fog light bulbs on my 06 SR5.
Was looking at Phillips Crystal Vision (legal) and Hella Optilux 42 WATT (legal?) bulbs.
Anyone here have either of these or better recommendations?
My budget is <$30.

... Phillips appears to be 27W so Hella it is from RA at <$25.
