If you take the "civilized approach", here is how it will go: You knock on the door and introduce yourself, ask politely if he might quiet his wreck of a car, dog, whatever. He tells you to F yourself because he's just that kind of guy. You call the police, and ask them to intervene, and they do nothing except tell the perp who you are, or he just puts two and two together. Next thing you know, all your tires are slashed. If you escalate the situation from there, the police will arrest YOU. It's unfortunate, but sociopaths can't be dealt with any other way.
