Strange Wiring?

    While looking for a way to run a cable into the cab for my ham radio and scanner I noticed this rather strange 'kludge'...

    It almost looks like a couple of LEDs on the end of the wires....is this normal, or did the previous owner do something weird? Area of concern circled in yellow.
