This happens in my 07 v6 too, I suspected the cause was the A/C compressor cycling on.

What happens is the A/C clutch engages, the compressor loads the idling engine and drags the rpm down, the engine ECU will see this and act by stepping up the idle speed controller, (or in the case of a fly by wire throttle like these trucks the throttle controller) and it burps the rpms up to compensate for the added load.

I also suspect if it had a Lexus badge on the front or a Camry badge on the back the Toyota engineers would have spent more time dialing in the throttle compensation so you'd never notice it. But... it's just the red headed step child Tacoma so they didn't bother, in the same way they left out the lights for the 4x4 switch, some heated mirrors and a blower motor that might last longer than a teenage crush.

+1. Happened exactly like this to me with my 2000 Tundra and it does it with my Tacoma too, although less frequently.

x2. the truck learns how you drive through the computer. if you reflash it or reset it. might fix this problem.
