Well how can I touch up or modify the hood scoop and Side fenders?

Repaint. That's the clear coat coming off, typical crap Toyota paint job. I just bought another silver '06, and the scoop looks just like that. I'm going to sand, rattle can, and clear coat it.

You can get the color match touch up paint in spray cans from several sites, just have to enter your paint code. Works decent enough for smaller parts like that scoop and flares. Some youtube videos can help you with paint prep and application. Did a STI spoiler and color matched my taco grill that way.

Duplicolor is one brand. That's where I bought the paint I'm using on truck. Amazon has all the colors.

You think that because 13 year old pant has oxidization and clear coat failure it’s “crap paint”? I would venture to say most 13 year old vehicle paint has the same issues from every single manufacturer and some worse than others considering the climate & how the truck is stored.

Also, OP, it’s worth noting that the failures you’re showing are on painted plastic, not the painted metal. Which is cool & much easier to tackle. Remove plastic pieces & repaint yourself.
