This past weekend the belt on my supercharger broke. When I went to replace it, I noticed that the dynamic tensioner was hitting the dip stick. It's been a while since my install, but does the tensioner do this when there is no belt or could the tensioner be broken?

Yeah when there is no load on the tensioner, it will spring back towards your dipstick. Once you put a belt on it the tensioner should be just about vertical. You can adjust where it rides by changing your alternator adjuster too if necessary.
