Surface rust on frame, need inhibitor

    I'm going to hit it with my grinder and wire wheel, what's a good inhibitor I can get locally thats fairly common? Thanks.

    3" lift? A.R.E cap 285/70/17 moto metal 955 17x9
    I used Rustoleum Rust Renu, now 2yrs later the frame still looks good
    IIRC it only took 3 cans to do everything but the rear axle which wasn't rusty
