Well, Tyler came over. I tore his truck apart for nothing.
Ended up swapping plug wires, coils, MAF, and A/F and made zero difference. Best guess now is the TPS/something with the TB, or the ECM. Tyler has a 2001 and the TB is a regular vacuum TB so i couldn't try his. Calling the Brit tomorrow and making an appointment to leave the truck with him and let him figure it out.

    Yeah I hear ya.
I got TIS cable and techstream software coming in the mail that can do all that. Thanks.

This would be soooo much easier if you had a wideband meter on that thing! Should have one anyways with a supercharger!

    I'm expanding my horizons.
Seems it might be a problem specific to 2003/2004 tacomas with their retarded throttle bodies. Dead on to my symptoms:

You know what, I should have thought about that. Just goes to show how anyone can make a simple mistake and miss something. Again, if you had a dang scope you could scope out the signal to see if there is something erratic. I am still curious how the fuel pressure flutters. My original train of thought was that the fluttering fuel pressure was the cause of the surging. With all that has been done I am now curious if the fluttering is a RESULT of the failure instead of the cause? I will admit your truck has been a challenge, but I like challenges. I am in for the long haul here though. Let me know if there is anything that I can do to help.

Techstream software is actually nice. Lots of features, but didn't help me one damn bit (other than to tell me the rear ABS speed sensors are disconnected). :D
Swept the TPS with Techstream and swept the TPS with a voltmeter. It swept fine, but the refresh rate is slow. Still need a graphing meter or oscilloscope to see if there are any small blips but I went as slow as I could and numbers were completely consistent. .
The Brit told me to bring it by Saturday, so I'm picking up 6 pack of Guinness as a plea bargain and see what it gets me.

OK here is an update. Round town curse is 100% fixed. Climbing surge will be tested tomorrow. The issue was in the tune. No sensor issues at all. The problem (so far) was the air fuel ratio in open loop was too far off and the ecu had to compensate too much in closed loop. The o2 would pick up a lean or rich condition and try too hard to fix it thus over correcting. Then after that over correction it would do it again the other direction. I got my AF at cruse and Lt load to 13.0 to 13.8 in open loop. (Unplugged the front o2). Once I cleared the codes and plugged the o2 back in. No more surge.

Swapped in a different complete different throttle body and my original fuel pump.
    Same thing.

I may have missed it but what were your compression numbers? Did you do a leakdown test to?

Never did one. I lost my compression tool and Oreilly didn't have one to rent.
I kinda ruled it out in my head because the problem goes away when i go into open loop (either by WOT or disconnecting A/F sensor).

Ok so, on a separate hunch, I unbolted my exhaust after the first cat and slid it to the side. I unbolted here rather than before the first cat because it's only two bolts and the first cat also has the AF sensor bung as part of the same piece. This bypassed the secondary cat completely and the downstream O2. Aside from it being mind numbingly loud, my truck is running like a fucking raped ape and I'm not feeling any surging. Granted it's difficult to feel anything with the exhaust as it is now, but holy piss it is pulling with more power than I've felt in a long time.

Can a plugged cat cause this?

    Yes.

I had to look up the code but you should see a P0420 code if the cat's efficiency decreases. There are some cleaning products-no idea if they work or not.

Very likely that it's a plugged cat now that you mention the power is back. Number one sign of a plugged cat is a drop in power.

Exhaust cooled enough to get some pix. All pix are looking down the direction of exhaust flow. Looks like some white shit all over. Last pic is with a led flashlight on the backside and you can see how little light is shining thru.

Soon as it cools all the way, I'm gutting it.

usually see a p0420, but sounds like a good candidate. I have seen it on plenty of vehicles but it usually will reduce power under any accel. Imagine running a marathon while breathing through a coffee straw...

Somebody say Test Pipe with 02 defoulers on downstream?... :)

I made a quick ghetto test pipe with some spare tubing and mismatched flanges and half ass bolted it back up in place just so it wasn't so loud so I could get a really good feel and test. Truck ran just as great and still no more surging.

Second cat was plugged up tighter than a virgin's ass. Gutted it completely and bolted it all back up. Got back a ton of power that I thought I lost, but was sure it was all in my head. Put my supercharger and brand new cooler plugs back on and it's running like a bat out of hell again. When I get some time this week I'll drop the tank (again), put the larger fuel pump back in and go back to the smaller pulley, piggyback and 7th injector and be happy as a pig in shit again. Since I still have the first cat in I'm betting the downstream O2 isn't going to complain. If it does, I'll get an O2 simulator from URD and call it a day.

    Thanks for everyone's input

Great news, congrats on the fix. Can you explain the process of gutting the cat and how difficult it was? Just think it might be useful info for the future. ;) Thanks.
