    I think you are right, in fact, I think I recall some years ago seeing a guy pull just that a set of springs from under a bus with the labels taped directly to the spring. Things change as far as rules and allowable weights etc. so it's worth a call. But that's what I was thinking when I was considering it. I would say if taping them to gather would make them overweight, I would mark them VERY PLAINLY 1 of 2.
