Tacoma E locker wont engage

Hi folks, i have a 03 tacoma trd with rear diff lock. A while back i tried to engage the locker and it did not work. no noise or anything just the blinking light. Truck is completely stock with 407xxx miles. shes been a tank. Anyway i took the actuator off the truck and of course it was seized up. Ordered a new one and installed it the way the directions showed. No luck. Light still blinks. All fuses are good. I can clock it to how directions say and press diff lock button in before i turn on key and all it does is move counter clockwise for a second then does nothing. Am i missing something? Any help would be awesome!
