Tacoma Towing Question?

Regarding towing, something I noticed when pulling my travel trailer.

I always tow in 4, but when I stopped to get gas once I forgot and threw it in D. A few miles down the road I look down and see it's in D, but the RPMs are running around 2400 @ 65MPH. I think, that's odd, that's what they run in 4th gear.

I shift to 4th, nothing happens.

I remember reading somewhere that the truck senses the transmission load and won't shift into overdrive if a certain amount of load is put on the truck in 4th gear. Seems that the tech is working as intended, because it never shifted into OD. I do think the torque converter locked, but at 65 in OD I'm running about 1950 RPM, so it was clearly not in OD.
