You can have voltage and fail a load test.

I'm asking about the type of key because if it's PTS the fob could be dead. Try your spare or put the fob right by the button

The horn is tied directly to the battery.
You have a bad battery, or connection to the battery.

Just to be 100% sure, check both sides of the fuse for power.

Pull the battery and have it load tested at a parts house. If all connections are clean and tight.

A bad battery with voltage should still be able to power some things within. I suspect there's something else at play, but I'd also recommend a load test on the battery.

Actuality, there is a possibility you have a bad connection between the battery and fuse box.
I don’t have the locations for the connections on a 3rd Gen. But there is a connection 2A that might be the problem too. @caribe makaira might have the location.

I’m betting it’s the main cable bolted to the fuse box under the hood.
Check that wire, pop the fuse box top and see.IMG_0314.jpg

Do you have a voltage meter?
We can surely get to the bottom of this fairly quick with the information already given.
