    I have not added any weight, i just replaced the bushing and it continues to drop with force. Do i need to replace something else?

    The other side (left) is a capsule and does not look like it can be removed. I will closely examine the other side to see if it removeable.

    Pretty sure there is only one bushing on the passenger side.

    Can you take a photo of the tailgate pivots? I remember seeing some passenger side pivots that got bent... perhaps this is causing a loose fit between the pivot cup and bushing.

    Yes. Read the description in the ebay listing and they show the part number for the hinge that has the actual spring or whatever it is that gives you the slow drop down. The bushing you got only connects the tailgate to the hinge pin. It's common for the bushing to wear out so it no longer engages the hinge pin but that does not appear to be your problem.
