Textured paint on rocker panel

    I was just looking at my 2012 tacoma when i was pulling the tube steps off and noticed that the paint on the bottom part of the rocker panel was textured. Anyone know why this is? is it just extra paint down there?

    Same thing on my 2007, also heard it was something to do with rock chip protection.
