You could tell URD to not change the rev limiter. Simple as that. You can also buy the thermostat without having to buy the UCON. I am actually running a 170* T-stat which I originally purchased for my Subi. Lol. Of course, my thermostat housing is modified by me.

The only company which has actual plug for the '09+ models is unichip. A resourceful individual could buy that unit and then make a plug n play harness from their plugs. Possibly*** Otherwise, it is a wire in job. If I had an '09+ I would buy plugs and install them inline, to make it adaptable to a flying lead harness. Plenty of GM plugs are available, or even older Toyota plugs. It would be tedious and timely, but still do-able.
The man Matt has been there. I went through the UniChip, Map-ECU2, and APR X-1, before I found the ProEFI. My ProEFI is even plug n play. I did just that which you said. Went big. Problems solved. Tuned it in right, and it adapted on its own, and has far more safety features that an X-1 or UCON. In my case, they even work compared to the X-1.

See above. ^^^^^ AEM Infinity. Cheaper than the ProEFI. However, there is a new ProEFI product in the works, which is supposed to heavily compete with the AEM Infinity price point.

You can thank Toyota for that for keeping the ECU coding so locked up. GM, Ford and Chrysler ECU coding is practically open source so it is really easy to build mods for.

I have a friend who works at Bully Dog and helped them crack the code to build the tuner they have for the 2nd gens and he said they basically got the code opened and just started changing things to see what changed what and they are still learning more all the time.

Not that I am aware of. I know they moved to a new building in a different town (but the 2 towns are right by each other basically).
