As long as the tank is secured good way I don't see a problem with leaving it out

Might take a little time to find a tank for cheap but it's worth it. As you've found lots of places only want to do tank exchanges. Most of the regular CO2 places are that way. I got my first tank from a buddy that owns a convenience store. He had an extra beverage tank. I've had that tank for years now. Just recently picked up a second tank from a local Dry Ice supplier. Also a beverage tank. He charged me $50 for a full tank that is less than a year old.

As for the regulator, I prefer the adjustable ones just because they are more versatile. I got a used regulator from a local CO2 place for $40. When I just had the one tank I would need to remove the regulator frequently as I changed from on-board CO2 on the truck to useing it with my welder. Peice of cake to swap regulators.

If you find a tank and it doesn't have some kind of handle or protection for the valve/regulator, you can look at Powertank (but they are crazy expensive for just about anything), or The Source. I got my powertank style handle from The Source.

As for filling the tanks, it will typically cost you between $15-25 to fill a 20# tank. If I'm only filling tires it will last me almost a full year. Using it on the welder will obviously make it run out quicker.

Thanks for the help, would you know if anyone has a regulator with 2 QD hose fittings? Or if you're running an air locker do you have to disconnect it when you want to fill tires?
