    There should be a Government agency that deals with business. What he is doing not only violates Labor laws, it violates basic business ethics and principals. There has to be someone you can talk too.

    yeah check into your local labor laws. also check the better business bureau out to see what they can do if anything they will make his reputation bad so other companies wont wanna do business with him.
