    The guy in front who tapped his brakes DID NOT cause the driver behind him to lose control. The guy who lost control was willfully following too close and subsequently lost control of his vehicle when he tried to avoid colliding with the vehicle in front. The vehicle in front did not cut in front and suddenly slam on the brakes nor did he stop abruptly. Clear cut in my opinion.
