    So does that mean the shock is almost fully extended when driving, and even small bumps will cause the shock to bottom out? Maybe this is part of why it rides like a dump truck.

    Yep.

    OEM shocks top out at 21.8"... I recall the Bilsteins are a slight bit longer (half-inch, I think?), so yes, they are very near topped out.
    Shouldn't be hard to find someone who recently lifted their truck selling their OEM take-off springs/shocks. Make sure the springs are from the same cab/bed style as yours (double cab, long/short bed, etc.) to have the best match.
