I'm looking at the front bumper of a 2012 Tacoma (this might apply to earlier trucks). I know most people have aftermarket bumpers. Is it possible to remove the lower center section of the stock bumper and make a bracket where you can bolt three or four lights?

Im talking about where the lights don't protude past the front bumper. You would cut out some of the bumper plastic and bolt the lights in where they are recessed.
