Timing mark on harmonic balancer is wrong after timing cover reseal

This is a 1GR-FE 2006 Tacoma with a 6 speed manual.
Tore off the timing cover, the engine was at TDC at this point, the harmonic balancer 0deg mark lined up with the marks on the cams.
Getting the oil pump gear to align with the crank was a nightmare.
Ended up ruining 2 oil pickup o-rings in the process.
Finally, I had the brilliant idea of rotating the crank so the notch is facing straight up (instead of TDC per the manual), making the alignment much easier.
Slipped the cover on, put the crank pulley on by putting the trans in 5th gear, holding the brake, and torquing to 184 ftlbs by standing on a torque wrench, this was a major PITA.
The timing mark on the crank bolt is ahead of the marks on the cams by around 30 degrees.

Worried the engine somehow skipped time,
I stuck a screw driver down Cyl #1 to find TDC and when all 4 cams were lined up with the timing marks the screw driver was in the highest position, indicating to me that the cams and crank are in fact in time despite the harmonic balancer pulley mark being far ahead of the 0 degree mark.


Is there a way to fix this without yanking the cover off again?
I have not started the car yet, I still need to put the valve covers and accessories on.

The timing chain is NOT stretched.
I do not understand why the harmonic balancer timing mark is off despite the crank and 4 cams being in time.

Did you put the key back in that the balancer lines up with

 

Hondas do this but I've never seen it on a Toyota, but I've seen people install them incorrectly.

At minimum the pulley should come off again and inspect the key.

 

I mean there's pretty much only 3 options here for the mark on the balancer to not line up with TDC:

The key is missing or sheared or the balancer has slipped on the hub.
