    Replace the tie rod or try the aero Kroil. It’s saved me from a ton of seized bolts in the past.

    Since you can get the tie rod off, you could carefully split the nut with a Dremel and a cut-off wheel. If you're real careful, you can avoid cutting into the shaft. When you get most of the way through it, heat it again and have at it.

    The whole inner spins, you need to stop it from spinning, get a good grip on the area designed to grip and it will be dooable.
