You want to know why some guns are restricted?

Guns used for hunting, long guns, rifles, shotguns ect have a use. People rely on them for hunting. There pretty safe and are harder to hide/conceal.

Canada sees semi-autos, handguns, tatical style wepons as not having a essensial need and as possibably dangerious. If you were going to take someone out, ud use a handgun right? But instead of outlawing them, they said you can get licensed, registered, background checked ect. then apply for your authorization to transport (ATT)

To have a ATT you have to have a membership at a range, keep a clean record and can only have it in certain places at certain times.

Basically if your a good boy you get the privilage of playing with your handgun at the range :p

    Hopfully that explains it better.

Your statement is correct. I dont know how safety is improved except for only having restricted wepons out of the house when on route to a range.

Its all gov buracuracy and they'll probably tell you "safety" like you said but makes it more of a hassle for legal gun owners.

I think 49 summed it up pretty well , in Canada the firearms that are restricted are seen as having no value as a " tool " like long guns are .

Therefore they are restricted to use in designated areas for example a range

Limiting their transport to and from the allowable usage area allows for owners to transport their legal restricted firearms for use in these areas

The intent is to allow for transport to and from the range by permitted owners

theres wild bear pretty much everywhere...a rifle in south GA would be used more for large cats, foxes, wild boars etc at least around here where i live

although according to our DNR http://georgiawildlife.com/node/1390

    BEAR/HUMAN CONFLICTS
There are no recorded bear attacks on humans in Georgia, and no fatalities. There have only been two documented fatal black bear attacks in the Southeastern United States.

8 fatal bear encounters in North America from 2010-2012 , of which 3 were black bears

28 in the proceeding decade of which 16 were black bear attacks

So around 3 fatalities / year out of about 400 million people

Try looking at this a different way...
The only real use for a Pistol is as a short term tool to get to your Rifle. If the situation is really THAT serious on a day to day basis, you should be carrying a long gun or staying home.
    Now answer the above questions:

Citizen: Can I transport this restricted weapon?
Gov: No, with only one exception, you can transport it to the range as we do not want people practicing in their houses.
Citizen: Why is it legal to transport it there, but nowhere else?
Gov: Because it is illegal to have in public. We allow one exception so that citizens can become proficient with their weapons
Citizen: I know it's a restricted weapon, but why is it legal to drive down Road A with it on my way to a range, but it's illegal to drive down Road B?
    Gov: It's restricted!
Citizen: I know it's restricted. I'm asking you why it's restricted.
Gov: So that it is easy to identify someone that is out of their mind, carrying weapons that have no function in the location they are currently in.
    Citizen: {the citizen needs to accept that the government is responsible for their safety while in public. Not themselves.}

By the way, the last line is the reason the mentality is different from USA to Canada. And also the reason why the USA is changing. In the USA we were constitutionally verified to have the ultimately responsible for our own safety. Our country (USA) has been changing from a "responsible" country to one that it is entitled to having the government responsibe to take care of the needy from cradle to grave. Until we change that back and more and more people properly assume their own responsibility we will continue to change. Just my own opinion.

Last year I got my Canadian PAL and it's wasn't all that difficult. The tests were easy and the application didn't take all that long to fill out. From the day I mailed my application out to the time I got my license in the mail was 5 weeks. The whole process seemed reasonable to me.

One idiot can own two unregistered guns, decide he wants quick cash, sell the other gun to the other idiot and now 2 idiots own guns. Done in 3 seconds. All these background checks are fine and dandy, but there are already so many idiots who already own unregistered guns, the violence will continue. It's simply too late, idiots will continue to do dumb stuff with unregistered guns, whether stolen or purchased illegally.

Besides...anyone, no matter how clean and sane at the time of purchase, can snap and decide to go kill someone. All this violence these days is exactly why our 2nd amendment right was put in place.

In reality the support in law enforcement really seems to coincide with the overall political and public views on the issue are. The push back from law enforcement seems to be more based from southern states that are more "pro gun" and where theres no political support. Most of those law enforcement officials who have spoken out against any changes have been Sheriff's from southern states. There has also been been plenty of law enforcement support for changes too. Really depends on the overall culture of the area.
