Assuming there could be some sort of subsidized training like Rich eluded to so you're not forcing people to pay for it I really don't see any good argument against having some kind of training/exams before your first gun purchase. Naturally you're not going to require someone to do that before every single purchase. Too many people have the "well I'm responsible" mentality and just assume everyone else is. How are you going to weed out the people who are going to take the initiative to make sure they understand proper safety/handling vs. those who are just going to go out having never even touched a gun before and not bother to really educate themselves.

I'd rather know that if my neighbors have guns, they actually know how to use them and I don't have to worry about them accidentally sending a round through my house.

I mean regardless of what your rights are, we're not talking about teaching yourself to ride a bike here, we're talking about handling a tool that was invented to kill things.

Canada has about 100000 gang members and about 2000 in prison. The US (I got this from FBI stats) 1.4 million with 150000 in jail or prison. 80% of crime is gangs. Chicago has the most gang members 160000 and the highest murder rate. Chicago also has no CC.

Canada keep your back door closed don't make the same mistake the US has.

As far as guns go if you got your first gun at 8 years old its hard to understand why we need all the gun laws. If your born in the big city's and all that's on the news and on the street is gang crime and nut jobs and you never held a gun your going to be shaking in your boots. Those people want no guns.

Cant find that number from what I read its might be a lot less. That can be why Canada has a lot less crime. Its not guns it people. Ask Randy Quaid:D

No I dint just make it up I thought I read it last summer and I cant find it now. All I could find was a 21 and under number from a few years back. My point was Canada has less gang members and less crime. Maybe you can give me a hand and find the number. Im not trying to give your homeland a bad name or making up numbers.
Thanks in advance for any help you are able to provide

Seems to work to me and all other law abiding citizens.
The problems isn't the law abiding citizen, or not enough laws. The problem is the criminal in which who doesn't care about laws in the first place so making more is just hurting the law abiding citizen. On the other hand criminals will get guns with or without more gun laws.

Gangs numbers I have found seem to be focused on youth gangs with approx 7000 members nationally

    http://www.publicsafety.gc.ca/prg/cp/bldngevd/2007-yg-1-eng.aspx

And organized crime figures tend to only state the various groups rather than numbers of individuals

    To further prove my point . . . even less gangs & crime in the North Pole . . . because it is even c o l d e r there . . . :D

    To further prove my point . . . . . . a lot more gangs & crime in h o t Miami. . .

To get back on track , unless I missed the memo , the thread is about requirements to own a firearm in Canada and not gang numbers

Quebec operates under a different set laws too so not sure how that comes into play. I know they operate under the Civil Code but have never researched it in depth.

I think I read one of those it had 7000 members 21 and under
I found this link it has 11000 members that's why the low crime rate. The 100000 sounded like a lot (I was just 89000 off).
In 2008 it lists 138 gang murders. The link you posted had 611 total murders in 2008.

    http://publications.gc.ca/collections/collection_2012/sp-ps/PS4-113-2011-eng.pdf

After living in the Chicago area for a number of years its hard to believe that Canada only has 11000 gang members. The drug numbers must be low too.

Not likely to walk in to a gun show in Canada and walk out with a gun

Not likely to have a carry permit for a pistol in Canada

    Maybe

The problem is, the politicians don't take that into consideration.

I have at least 5 handguns and at least 4 rifles.

California requires that I still go through the 10 day waiting period to buy a new gun, and they call it a "cooling off period"
The background check takes 15 minutes.
Now, I also have an 03FFL and California DOJ COE... with those, I am exempt from the 10 day wait on guns that are over 50 years old.

So, I can buy an older gun and walk out with it that day.
There is zero difference between a Colt 1911 handgun made in 1945 and 1965.
If I'm planning to commit a crime, why would I buy a new gun and wait 10 days to do it when I have a small arsenal of my own to use?

California does have a basic handgun safety certificate program.
The certificate costs $25, and is required to take possession of a handgun, either through sale, gift, or loan. Rentals are exempt for on-site use.
The cert is good for 5 years, and is not required for continued ownership... only for a new purchase. Mine expired last year about a month after I bought my newest.

But it's not a class. It is a 50-question test. Multiple choice. You complete the test and the gun shop issues the cert.
The test is so simple that anyone with half a brain can pass it.
In fact, it is too easy to "overthink" the question and get it wrong, because the questions and answers are highly oversimplified. It's almost easier to pass if you take the test with the attitude that you are afraid of guns and believe they should be banned.

Here's a link to the study guide:
