If I remember correctly, my Tacoma with the tow package is rated at a max towing capacity of 6,500lbs with a max tongue weight of 650lbs.
Now the question is this: most trucks have two different tongue weight ratings: on weight bearing, one with weight distribution. I am assuming that the 650lbs is weight bearing, correct? But I can't find a number with weight distribution (should be significantly higher).
    Any ideas?

Personally I keep it under 500 lbs to be safe, and stay way under 6500 lbs, otherwise you could exceed payload capacity. There are not two different numbers. If you are looking to tow so much that you exceed that, maybe you should be thinking about getting a full size truck. It gets scary anyways when your towed weight is much heavier than your tow vehicle. Harder to stop, and just too much stress for the Tacoma. I tow a 4500 lbs boat and I am alright with that personally. Also the capacity is based on the class of hitch so usually it's 5,000 capacity without extra equipment.

Wow after all your politically correct health and safety blabla, thanks for not answering his question.
