Has anyone mounted a bed rack and a tanneau cover?
Here is the bed rack I'm looking at. http://www.pelfreybilt.com/#!racks-tents/cz9t . However I still want the bed to be covered as I plan on leaving food and valuables in there. Besides, the dust alone will render the bed "useless" for the most part.

    ...too much shit to list.
How? The racks typically use the bedsides for support and depending on size and materials, some come down into the bed for support from the bed bolts. A tonneau cover typically also uses the bedsides for support of the frame (assuming a shock assisted lift forward design). And even if you tried to go that route, the tonneau wouldn't support the weight of the bedrack frame and the frame would contact the cab when lifting up.

Only thing I know of that would be even close is the RollBak G2 rolling tonnea cover. They have an option for their rail system which you can use their Trac-rac

You could probably go the same route with a hard shell (more secure)

How would one open the tent with a hard shell? Or even have a use for an internal rack with a hard shell?

Yeah I've seen the bestop done. Alex (sytfu510) had a rack outside his bestop that worked reasonably well.

Check out the Project Serenity build on expedition portal. He built his own which allows the use on a Tonneau.

i've been asking this for a few years too. Haven't found a good solution. Only thing is for someone to fabricate and bolt through bed rails

the tonneau is an Access Vanish, i would get the upgraded version though, like the limited or higher. i wasnt overly stoked about the vanish, there were some features on it that were a little cheesy.
